HMP is designed with consideration for latency-tolerant knowledge exchange, rather than real-time global consensus.
Cognitive artifacts propagate asynchronously across arbitrary distances, while governance mechanisms remain inherently time- and scope-constrained.
Version 5.0 introduces a unified container architecture (HMP Container) and a native DHT-based discovery layer, enabling verifiable, interest-aware, and offline-resilient communication between agents.

The HyperCortex Mesh Protocol (HMP) specifies a protocol-level substrate for decentralized cognitive systems.
Its scope includes:

- Discovery and propagation mechanisms for cognitive artifacts across decentralized and intermittently connected networks.
- Auditability and trust primitives, including proof chains, signatures, and container traceability.
- Semantic addressing and role-aware delivery, enabling agents to discover, retrieve, and disseminate knowledge.
- Governance data exchange, including containers related to ethical evaluation and consensus processes.
HMP defines what can be exchanged, verified, discovered, and audited between autonomous agents, independent of physical transport or execution environment.
Non-Goals
HMP explicitly does not define or mandate:
- Agent cognition or decision-making logic, including reasoning strategies, belief revision, or internal learning processes.
